There are many holidays at the end of the year. 

To celebrate them, cities use holiday lights.

Should cities put up holiday lights?

Sue: Winter can be really cold and gloomy. Holiday lights are beautiful and colorful. They make people feel happier.

Steve: Holiday lights are only for decoration. But they use up too much electricity. So, they are bad for the environment.

Dave: It gets dark early in winter. This can be scary and dangerous. With the bright holiday lights, the streets are safer.

Ellen: Cities spend a lot of money on holiday lights. This is very wasteful. They should use the money to help people instead.
